For this day and age Africa was a very young mother. She had the twins when she was about 15.
But it wasn't an "accident" or an unplanned pregnancy.

She was also raised alone by her father and would travel around with him. He allowed her a lot of freedom and she grew up not only eccentric but very selfish.
When she was 14, living in Japan at the time, she decided that she wanted a child. But she didn't want a boyfriend or husband that she would have to share it with, she wanted a child that was her's alone. This was her wish. A child that shared her blood and had no ties to anyone else but her.
So in order to fullfill this wish she set out to seduce somebody. It didn't matter much who they were. She met a cute young man named Takaya Kuroki. She got him drunk and actually managed to get pregnant by him.

The only problem was that she got pregnant with TWINS. Her father planned to leave Japan after she gave birth and she would have been more than happy to have taken both the babies with them, but her father thought it was a bad idea. They contacted Kuroki-san, who by this time was engaged. His fiance was remarkably understanding, however, and insisted that they should take one of the babies and Africa reluctantly left Koushirou in their care.

And that is the story of how Koushirou came to live with his Father in Japan and Akira stayed with Africa. That is also the reason that Koushirou's last name is Kuroki and Akira's actual name is Sheridan Adair, since Africa refused to allow Takaya to adopt Akira. This way Akira remaind her child.
